From January 1, 2023, Russia plans to introduce a procedure for identifying citizens who need state social support. This follows from the draft government decree (Izvestia has it) prepared by the Ministry of Labor. The press service of the department confirmed its authenticity.
The project establishes a new procedure for interdepartmental electronic interaction. According to the document, the federal tax service will proactively transmit information (and their changes) to the FIU on a daily basis not only about citizens with low incomes, but also about family ties, which will make it possible to establish the composition of the family, including data on legal representatives, as well as facts of deprivation (or restrictions on) parental rights.
After that, the FIU draws up a kind of portrait of the family, supplementing the data of the Federal Tax Service with information on income received as part of social support, follows from the project. If the financial situation meets the established criteria, that is, the family lives on means below the subsistence level per person, then the foundation asks other departments to conduct a comprehensive assessment. Recall that this year, for a number of state aid measures (payments for children from three to seven years old, single parents of children from eight to 16 years old, as well as pregnant women in difficult situations who were registered at an early stage) are provided based on the property qualification and the “zero income” rule.
Simply put, now a citizen himself must assess his compliance with the criteria for receiving assistance from the state, and apply for support. After that, it takes 10 working days (and in some cases, if additional requests are necessary, the period may take up to 35 days) to assess its need. From 2023, the FIU itself will identify such citizens and proactively offer them assistance, the project suggests.
