Salaries at the level of the minimum wage (minimum wage) or below are received by 2.5% of employees, or almost 690 thousand people employed in large and medium-sized enterprises. This was reported to “Izvestia” in Rosstat. In 2021, the minimum wage is 12,792 rubles. According to the Labor Code, an employee’s salary for the month in which he worked the full standard of working time and fulfilled his duties cannot be less than this figure. Regions have the right to establish their own minimum wages, but they must be no less than the federal one.
In 2019, according to Rosstat, the share of employees of large and medium-sized enterprises receiving wages below or at the level of the all-Russian minimum wage was 2.9%, or 775 thousand people. In 2021, this figure dropped to 2.5%, or 689.8 thousand employees (the study is carried out every two years). At the same time, people included in these 2.5%, hypothetically, can work in several places, but be taken into account only in one organization and, in aggregate, receive more minimum wages, the federal service explained.
“1.4% are part-time workers, 0.9% are those who received the minimum wage, and only 0.2% are other cases, including possible violations of the law,” the Rosstat said.
The regions with the smallest share of wages below the minimum wage were Magadan and Sakhalin oblasts, Kamchatka Krai (in all – about zero), as well as Yamalo-Nenets (0.3%) and Khanty-Mansi Autonomous Okrugs (0.4%). The largest share is observed in the regions of the North Caucasus: in Dagestan (13.7%), North Ossetia (10.8%), Karachay-Cherkessia (10.3%), Ingushetia (9%) and Kabardino-Balkaria (8.3 %). At the same time, these calculations were carried out based on the federal minimum wage (12,792 rubles), the Federal State Statistics Service emphasized.
