State regulators – the Ministry of Internal Affairs, Roskomnadzor and the Bank of Russia – are supporting the creation of a system for analyzing telephone fraud, similar to the one proposed to be launched by the Association of Russian Banks. ADB President Georgy Luntovsky announced this in an interview with Izvestia. In 2021, the association discussed the possibility of piloting a system for accounting and analysis of telephone fraud (SUATM), which would allow tracking calls from attackers.
“We have prepared terms of reference for SUATM and sent it to the Central Bank for consideration. I hope that at the beginning of 2022 we will be able to start a detailed discussion and elaboration of the platform, ”said Georgy Luntovsky.
He also said that another ADB proposal is to block funds in the account of a potential fraudster for up to 25 days to create the possibility of imposing interim measures in court. Now the Central Bank has prepared a concept for amendments to the legislation on the national payment system to combat cyber fraud. Georgy Luntovsky hopes that this proposal will be included there.
According to the Central Bank, in the third quarter of 2021, the volume of transactions without the consent of customers increased by almost 20% to 3.2 billion rubles. In 41% of cases, Russians were deceived using social engineering. Banks returned only 7.7% of the withdrawn money to citizens.
