The last mission was to prepare the diagram that the Palacio de Hacienda will show to the governors who attend the meeting scheduled for Friday (the radicals and Horacio Rodríguez Larreta will not attend); task that they finished closing in the last days of December 2021. But as the function of the “Unit” must continue in these times and with renewed tasks, Alberto Fernández’s decision at the request of his Minister of Economy was to extend his functions as long as the negotiations continue.
This is mentioned in article 1 of Decree 955, where it is indicated: “Extend the validity of the Temporary Special Executing Unit” Technical Relations Unit with the International Monetary Fund (IMF) “created within the scope of the Ministry of Economy by article 1 of resolution 17 of January 23, 2020 of the aforementioned ministry (RESOL-2020-17-APN-MEC) until its authorization in the next budget law, or until the fulfillment of the objective for which it was created if carried out previously ”.
The Unit appeared as one of the expenses to be extended in the failed 2022 Budget project that could not pass the opposition barrier in Congress in December, and is then one of the administrative decisions to extend functions that should have been regulated by decree. As it is a temporary body with a specific function, its legality for 2022 had to be executed through a decree.
In the 955 recitals it is mentioned that the task of the Unit is that of “by virtue of the extension of the negotiations between the National Government and the international credit organization, in search of the best conditions for the agreement of the refinancing of the debt contracted, it is essential that the created Unit maintain its validity without interruption ”. He then completes stating that “the Technical Relations Unit with the International Monetary Fund (IMF) may survive given the essential of its continuity within the framework of the tasks related to the formulation and execution of the strategy of the negotiations and relations with the Fund. International Monetary (IMF) ”.
The Unit will now have to work on the most important responsibility since it was created: the final calibration of the goals of fiscal deficit, growth of the economy, potential to increase reserves, projection of tax collection, level of expenditures in subsidies and the rest of the variables that the Economy has to present to the IMF technicians first and, if a final smoke is reached, to the political class that should approve in Congress the terms of the Letter of Intent that will be closed with the agency. From that moment on, part of the Unit’s function is to make technical contact with the economic and financial officials of the provinces and the opposition, to finish closing the terms of the Extended Facilities.
This Unit works permanently in coordination with its sister cousin “Unit for the Management of the Sustainability of the External Public Debt”, also created at the beginning of 2020 by Martín Guzmán, and which at first was managed by Lisandro Cleri, a close man to the minister who, after the departure of Alejandro Vanoli in May 2020 from ANSES, became head of the Sustainability Guarantee Fund (FGS), the most important fund in the national state.
This second “Unit” has since been led by Rosana Beben, an accountant at the Faculty of Economic Sciences of La Plata. From the Undersecretariat of Sustainability of External Public Debt, she is one of Guzmán’s main collaborators in the discussion process with the IMF.
