The Mercosur regional bloc agreed on a new regime that will govern regional trade between its members starting Thursday. These are some of the main changes.

The new ROM has seven chapters, 56 articles and ten appendices throughout which provisions relating to the criteria of:
- qualification of origin
- requirements for conferring origin
- certification mechanisms
- procedure for verification by the customs authority.
The main novelties of the Mercosur regime
Regarding the version of the regime created by CMC Decision 01/2009, which was in force until todayThe new ROM introduces changes such as the unification of the origin requirements in a single list, which covers the entire tariff universe. In this way, it seeks to facilitate the identification of the standard that a product must meet to be considered as originating in MERCOSUR.
It also modifies the value calculation formula and moves from measuring the percentage of regional value contentthe measurement of the maximum amount of non-originating materials allowed in the production of a good. In relation to this issue, the requirement for originating materials is relaxed by 5%: until now, a 60% regional content value in originating materials had to be met, but now this percentage has increased to 55%, without prejudice to the differential treatment granted to less developed countries mentioned in the standard.
It has updated the Certificate of Origin model with new information fields and the elimination of others, and its validity period was extended to twelve months. However, for twelve months – from the entry into force of the new regulation – both models of certificates of origin will coexist.
