General Resolution 5551/2024 abolished the Register of Exporters of Charcoal (RECAR), a system implemented with the aim of monitoring charcoal export operations, thereby reducing the administrative burden of such registration. This measure will come into effect 5 business days after its publication in the Official Gazette.

It is important to note that, although this registry is eliminated, charcoal exporters must continue to operate under the “Importer/Exporter Profile” as established in General Resolution No. 5,472, which guarantees that the control and monitoring of these operations continues effectively.
With this regulation, the organization continues its actions to promote voluntary compliance with obligations, while improving control over the different production chains.

Foreign trade: other procedures simplified by AFIP
AFIP reaffirms its commitment to improving administrative procedures and reducing bureaucratic burdens, thus promoting the development of national trade and production. These simplifications are added to those related to the real estate transactions, the repeal of the Certificate of Transfer of Motor Vehicles (CETA), the document that must be issued when selling a used car or motorcycle registered in the country.
In addition, the agency repealed the general resolutions that required agricultural producers to submit five sworn declarations per year with their harvest, and, in the same sense, repealed the Import System of the Argentine Republic (SIRA) and the evaluation of the Financial Economic Capacity (CEF) to authorize imports, with the aim of facilitating foreign trade.
