Reform of funded pensions is planned to be carried out in 2022

The bill on the reform of funded pensions is planned to be adopted in 2022, a federal official told Izvestia, this information was confirmed by industry representatives. Anatoly Aksakov, head of the State Duma Committee on the Financial Market, said that he was waiting for the document to be submitted to the State Duma this year.

The document presupposes the transformation of the funded part of compulsory pension insurance (OPI), which has been frozen since 2014, into a non-state pension system (NPO).

According to Izvestia’s interlocutors, the new version will include three main incentive measures: tax deductions for personal income tax in the amount of 6%, co-financing from the state and insurance of savings up to 1.4 million rubles by analogy with deposits, and with payments through the Insurance Agency deposits. The Ministry of Finance clarified that the issue of guaranteeing citizens’ investments is already being worked out in accordance with the instructions of the president.

At the moment, the industry is discussing the details of the changes with the Ministry of Finance and the Central Bank, said SberNPF CEO Alexander Zaretsky. It is assumed that citizens will be able to freely transfer pension savings to NPFs or use them to buy points in an insurance pension. Within the framework of the discussed concept, the insured persons in the PFR should have the same opportunities as the insured persons in the NPF, said the CEO of the SberNPF. He expressed the hope that this concept will be enshrined in law as early as 2022.

Head of the State Duma Committee on the Financial Market Anatoly Aksakov, in an interview with Izvestia, confirmed that all these measures are being considered, including differentiated co-financing depending on the level of wealth of citizens and insurance of investment income. The parliamentarian proposed to insure the entire amount of pension savings – this approach, according to sources, is also followed by the market.
