The Central Bank spoke about the use of an assistant to approve banking transactions

The “second hand” service, when a person appoints an assistant to approve his online banking operations for the sake of protection from fraudsters, can be used not only by people with disabilities and the elderly, but also by citizens of other categories. This follows from the response of the press service of the Central Bank to the request of Izvestia. The same opinion is shared by other members of the Expert Council for the Protection of the Rights of Consumers of Financial Services at the Central Bank, at the next meeting of which proposals and additions to the draft law of State Duma deputy Natalya Kostenko will be considered.

In August of this year, the Central Bank recommended that banks introduce the so-called “second hand” service to protect certain categories of citizens (with disabilities and the elderly) from fraudulent activities. Only the client itself can initiate a service connection. And when receiving a request to disable such a service, banks are advised to check the request for potential fraud.

As Izvestia was told at the Central Bank, the regulator had previously recommended that banks offer second-hand services to protect customers with disabilities and the elderly.

“At the same time, we believe that such a service could be useful to other users,” the Bank of Russia noted.

Yevgenia Lazareva, project manager of the People’s Front For the Rights of Borrowers, also believes that one should not be limited by the criteria of a person’s age and status.

It is also proposed to limit the services covered by the tool to online transfers and loans, to secure the status of a trustee, and to record consent to help in the credit history bureau (CHB). Such initiatives are contained in the opinion of the National Financial Market Council on the bill. True, some experts believe that it is better to record information on consent on the State Services portal.

The author of the bill, Natalya Kostenko, told Izvestia that she had not yet read the conclusion, but was ready to consider and discuss with experts and the Central Bank all proposals that have a rational grain.
