The total surplus of the consolidated regional budgets in 2021 amounted to 640 billion rubles. This was reported to Izvestia in the Ministry of Finance. They noted that the execution of the budgets of the subjects is characterized by a positive dynamics in the growth rates of income and expenses.
“According to preliminary data for 2021, revenues increased by 18% compared to 2020, to 17.5 trillion rubles. Tax and non-tax revenues increased by 26%, to 13.6 trillion rubles (an increase occurred in 84 regions),” the department said.
Such dynamics of income allowed for an increase in expenses by 8%, the Ministry of Finance added. They also reported that the total amount of spending amounted to 16.9 trillion rubles, which indicates a balanced budget policy of the regions.
However, in a number of subjects the treasury still turned out to be scarce.
“The deficit was recorded in 21 subjects (25% of the total number. – Izvestia) and amounts to a total of 175 billion rubles,” the Finance Ministry said.
In 2020, according to the Federal Treasury, every second region was in deficit. The excess of expenditures over revenues of the consolidated budgets of the constituent entities amounted to 676.6 billion rubles, which was a record since 2006.
