The Government established the creation of a new registry of social works that can offer health coverage to monotributistas, under the supervision of the Superintendence of Health Services.
Through Decree 955/2024, the Executive power established the creation of a new registry of social works that will provide health coverage to monotributistas, which will be under the supervision of the Superintendency of Health Services and will be mandatory for all entities that want to affiliate small taxpayers.

The Government justified the measure as “crucial” to improve transparency “and the management of access to medical care coverage for Small Taxpayers.”


The small taxpayers will be able to choose their health agent as long as it is registered in the new registry. Additionally, they must maintain a minimum stay of 1 year with the chosen agent before being able to opt for a change, which will be effective the month following the request.
In turn, the decree establishes a progressive access to health coverage with the Mandatory Emergency Medical Program (PMOE). Thus, taxpayers and their affiliated family members access additional levels of coverage after six months of affiliation, including services subsidized by the Single Reimbursement System for Disease Management (SURGE), which ensures comprehensive medical care.
ANSES confirmed an important change in social work discounts
The National Social Security Administration (ANSES) reported that will limit the discounts that social works and prepaid medicine companies can apply to the beneficiaries’ assets.
The measure was announced through the Resolution 970/2024 published in the Official Gazettewhich means an important change in the health management of holders of different benefits.
From December 1any entity that offers a health plan financed by social security funds must register in the National Registry of Health Insurance Agents (RNAS).
In this way, the aim is to install this new authorization system, with the aim of facilitating management and allowing beneficiaries to consent, virtually or in person, to the additional discounts. In addition, entities that wish to participate must show that they have civil liability and surety insurance.
This new measure includes a limit for discounts for social works. Thus, ANSES will define a double limit, both in the Consumer Price Index (CPI) as a fixed percentage of the minimum asset, seeking to ensure that the increase is fair.
