The head of the Ministry for the Development of the Far East Alexei Chekunkov expressed his opinion on the possibility of transferring the capital of the Far East from Vladivostok in the future. On Wednesday, January 19, he said in an interview with RIA Novosti.

The minister believes that the idea of ​​a “wandering” capital is not sound. According to him, the capital of the Far East is a legal definition.

Chekunkov also added that each of the Far Eastern cities has a unique character.

“Petropavlovsk-Kamchatsky can be considered the capital of volcanoes. Magadan is the capital of gold mining. Svobodny is the capital of gas chemistry. Big Stone is the capital of shipbuilding. Each city has its own strengths and horizons for development,” said the head of the Minvostok.

He noted that the main task of the ministry is to unleash the potential, solve problems, make cities more comfortable for people to live.

Chekunkov said that sometimes cities open up new facets. So, Yakutsk became the capital of the IT industry, 85% of the export of IT services of the Far Eastern Federal District falls on Yakutia, although a few years ago it was hard to believe.

In the same interview, the minister said that the Ministry for the Development of the Far East has already begun to attract investors to the Kuriles, where a special tax regime is expected to be introduced. He also said that the law on the special regime in the Kuriles could be adopted this spring. According to Chekunkov, residents of the new preferential regime will be exempt from income tax, property tax, as well as transport and land taxes for 20 years.

On October 18, Russian President Vladimir Putin instructed to adopt amendments regarding the preferential regime for doing business in the Kuril Islands by August 1, 2022.

Among the conditions – organizations are not recognized as taxpayers of corporate income tax, land and transport taxes, corporate property tax; reduced rates of insurance premiums are applied in the amount of 7.6% for 10 years; the free customs zone regime is applied.

On September 3, at a plenary meeting of the Eastern Economic Forum (EEF), Putin announced that an unprecedented tax regime for business would be created on the Kuril Islands. Entrepreneurs for 10 years will be exempted from paying key taxes on income, property, as well as from paying land and transport taxes. In addition, Japanese investors will also be able to take advantage of preferential conditions in the Kuriles.
