Regulation is being prepared for the digital platform market: the Ministry of Economic Development is developing a bill that, on the one hand, will establish rules for interaction with users and consumers for them, and on the other hand, will form state support tools. Anatoly Dyubanov, director of the Department for the Development of the Digital Economy of the Ministry of Economy, told Izvestia about this.
“We are preparing proposals for the regulation of ecosystems, namely, we are discussing the introduction of a separate federal law that would not only affect platforms that already have monopoly influence and large economic concentration, but also define the rules of transparency and fair practices in the market for different groups of ecosystems,” he said.
It is assumed that regulation will differ depending on the scale of the company’s activities. They will be divided into four categories: individual services, digital platforms, large digital platforms and giant platforms (ecosystems), Anatoly Dyubanov said.
At the same time, it is already clear that in general the regulation will turn out to be soft, he assured. It will be a kind of triumvirate of the FAS, which will retain the function of supervising large platforms, the Ministry of Economics and other interested authorities that will deal with the economy of various sectors, as well as the SRO, which will prevent unfair practices, the head of the department said. According to him, now the bill is being finalized and will be put forward for public discussion in early February.
