It is proposed to tie brawlers on airplanes with plastic handcuffs and nylon belts, as well as to prohibit them from being placed in chairs near the aisle or exit. This follows from the draft government decree approving the procedure for the actions of aircraft crew members in the suppression of illegal actions on board, as well as a list of special means of restraint and the rules for their use. It was prepared and posted for public discussion by the Ministry of Transport, Izvestia was told in the department on Friday, January 21.
According to the project, it is necessary to exclude the access of unauthorized persons to such means of deterrence. Aircraft crew members must keep brawlers under constant surveillance. If there are victims from the actions of the intruder, the aircraft commander must inform the airport of arrival about the need to provide emergency medical care.
The document was developed as a follow-up to Federal Law No. 400-FZ of December 6, 2021 “On Amendments to the Air Code of the Russian Federation with regard to the use of deterrents on board an aircraft.”
Before adoption, the project must go through all the procedures necessary in accordance with the law, including discussion with the public, participants in the air transportation market, expert organizations, involved executive authorities, the department stressed.
In early December 2021, Russian President Vladimir Putin signed a federal law amending the Air Code, according to which aircraft crews have the right to use means of restraining passengers if their behavior threatens the safety of other people. The corresponding document is posted on the official portal of legal information. The State Duma approved the project in November.
The law will come into force in June 2022. According to it, crew members can apply deterrence measures against air rowdies with the permission of the ship’s commander and use special means for deterrence. It was noted that the list of such funds should be determined by the government.
