The State Duma proposed to indicate the cost of goods from the manufacturer using a labeling system. The corresponding initiative was announced by Oleg Nilov, First Deputy of the Duma Committee on Agrarian Issues, during the round table “On measures of state support for the development of the dairy industry” on Friday, January 28.

“I do not believe that 46% of the retail price of milk is received by the producer. If [молоко] costs 80-100 rubles, and purchase prices jump from 18 to 30 rubles maximum. Where is the 46%? Let’s indicate the manufacturer’s price in the code (marking – Ed.), and consumers will decide for themselves whether to buy milk. In order to protect the manufacturer, let’s more accurately calculate who else, besides the manufacturer “with a bipod”, who is here “with a spoon” and how many of them are recruited around here, ”said the parliamentarian.

He admitted that in this way it would be possible to “discourage interest from intermediaries and resellers.”

Deputy Head of Rosstat Konstantin Laikam at the round table presented the department’s calculations, according to which the price of raw materials and materials is 46% of the final price of dairy products.

The national labeling system has been implemented in Russia since 2019 and currently covers 14 product groups: dairy products, mineral water, medicines, tobacco, footwear, five categories of light industry goods, as well as fur coats, perfumes, tires and photographic equipment. A part of the state information system is the Chestny Znak mobile application, with the help of which consumers can verify the legality and quality of goods by reading the code with the DataMatrix camera.

From December 1, 2021, Russia has tightened fines for the absence of a code on goods subject to labeling. For companies and individual entrepreneurs that do not comply with the government decree, fines are provided in accordance with Federal Law No. 204 and No. 293.

In June, Deputy Minister of Industry and Trade Viktor Yevtukhov said that the next labeling program in Russia would include bicycles, dietary supplements, packaged drinking water and antiseptics. According to him, by 2024 the country plans to create a unified national system for marking and tracking goods. The Center for the Development of Advanced Technologies, created on the basis of a public-private partnership, will become the operator.
