In Russia, they decided to ban the transshipment of biological resources, fish and grain from ship to ship by sea. The Ministry of Transport will prepare an appropriate document, according to the minutes of the meeting with Deputy Prime Minister Victoria Abramchenko (Izvestia has it).
In June 2021, a government bill on loading and unloading from ship to ship was submitted to the State Duma. It is aimed at prohibiting the transshipment of goods containing pollutants outside ports in inland sea waters, the territorial sea and the exclusive economic zone of the Russian Federation. The draft was adopted in the first reading, the second has not yet taken place.
An amendment was prepared for the document on a complete ban on the transshipment of all cargo from March 1, 2025, with the exception of certain cases determined by the government. This follows from the minutes of the meeting with Deputy Prime Minister Victoria Abramchenko, held on January 13 this year. Izvestia got acquainted with a copy of the document. Its authenticity was confirmed by the vice-premier’s office.
As a result of the meeting, the Ministry of Transport was instructed to prepare new amendments by February 15 – on the non-application of the provisions of the bill in relation to the catches of biological resources, fish and grain products. And also about maintaining the possibility of reloading LNG from the Arctic zone. Restrictions will be placed on other consignments that do not contain contaminants.
