The ENRE set new full tariffs without subsidy for Edesur and Edenor and advances segmentation

Electricity rates had an increase of 9% in May from last year (20.9% in the distribution phase), in the midst of a freeze that began in March 2019. According to the Secretary of Energy, Darío Martínez, the new increase will be around 20% by 2022, below inflation and the rise in wages, pensions and AUH.

as far as he could tell Ambit, The ENRE already sent last December to Martínez and the Ministry of Economy a plan for segmentation of rate increases, prepared in conjunction with scientists from Conicet. This plan foresees greater increases for large electricity consumers and could begin to be applied with the entry into force of the new rate charts.

Resolution 41/2022 established for the February-April quarter an average rate for Edenor of $5,452 per kilowatt/hour and in 42/2022 a value was set for Edesur of $5,362 kWhwhich represents an increase in 6.34% and of 6.81% of the levels in force since May 1, 2021, respectively. These new values must be taken into account to calculate, according to the monthly consumption of each user, the corresponding subsidy amount.

The two rules of the Entity specified that this contribution “it must be identified as ‘National State Subsidy’ on the invoices of its users.”

As of February 1, the cost of distribution of the total estimated billing is located at 43% for Edenor and in the 39% for Edesur, indicated the ENRE in the recitals of the respective resolutions.

The new amounts of the full tariffs without subsidy were announced two weeks before the public hearing in which the proposals of the distributors and transporters that will be taken into account to decide on a new tariff schedule will be analyzed.

Within the framework of the presentations of their economic-financial projections (PEF), Edenor and Edesur yesterday presented documentation to the ENRE controller, Soledad Maninin which they assured that it is “essential” a “fare adequacy”.

Based on the assumption of a scenario for the whole of 2020 without modifications to the current rate schedules, the maintenance of the social rate and the implementation of a minimum investment plan for the maintenance of the service, Edesur indicated that with these premises the company’s cash flow would have an additional deficit of $43,236 million.

Edenor, for its part, presented two scenarios: one with the macroeconomic assumptions set by the ENRE based on the Budget bill rejected by the opposition in Congress (33% inflation and dollar at $131.10 at the end of the year) and another based on estimates made by the company itself in October of last year (46.8% and $153.40, respectively).

“The result of the projection for 2022 with the macro variables sent by the ENRE shows a cash deficit of $50,849 million”he indicated in reference to the first of the options.

Regarding the need for funds for the second scenario, “amounts to a total of additional $56,817 million to cover the shortfall in funds for the period.”
