“Given the emergency, it is essential that the National Government ensure an efficient distribution of resources to fulfill its obligations. Therefore, it is necessary to adapt the current budget and assign additional funds to key areas. If this modification is not carried out immediately, the provision of essential services in charge of the national state would be compromised,” justifies the decree, signed by the president Javier Milei and his cabinet: Guillermo Francos, Gerardo Werthein, Luis Petri, Luis Andrés Caputo, Mariano Cúneo Libarona, Patricia Bullrich, Mario Iván Lugones, Sandra Pettovello and Federico Adolfo Sturzenegger.

According to the official text itself, the reallocation of items aims to guarantee the functioning of essential services, prioritizing critical areas such as security, health, energy and education.

Among the measures, they stand out:

  • Increase in the budget for the supervision of processed and convicted persons.
  • Reduction of transfers to cammesa and increased funds for ENARSA. The contributions to Argentina SA (ENAERSA) are reinforced to cover expenses associated with the Cóndor Cliff Hydroelectric work – La Barrancosa, in Santa Cruz.
  • Budget reinforcement for the Ministry of Health and the National Disability Agency.
  • Increase in funds for the nation’s insurance superintendence to face a judicial embargo.
  • Resource guarantee for the education and scientific sector.
  • Implementation of a debt standardization regime in the electricity market to ensure system sustainability. A special regularization regime for distributors that have debts with Cammesa and the wholesale electricity market (MEM), including payment plans up to 72 installments is established. In addition, a loan program is launched for those distributors who have fulfilled their commitments.
  • Authorization of guarantees for provinces and the city of Buenos Aires to access external debt.
  • Use of state real estate for the payment of public debt.

These measures are also included:

  • Educational Budget: Guarantees the automatic allocation of funds to the provinces and the city of Buenos Aires for educational expenses.
  • International contributions: Authorizes payments to the International Fund for Agricultural Development (FIDA) for US $ 2.5 million in three annual installments and the Inter -American Development Bank (IDB Investment Corporation) for US $ 436.9 million in seven installments.
  • Defense: It establishes that the Institute for Financial Aid for Military Retrieved and Pensioners covers at least 46% of retirement and pension assets.
  • Payment of debt to state assets: It allows you to use movable and immovable property of the National State to settle debts with provinces and the city of Buenos Aires.
  • Promotion of knowledge economy: Assigns a fiscal quota of $ 195,000 million for promotional benefits.

Decree 186/2025 establishes a redistribution of the resources of the extended budget of 2023, prioritizing essential areas. Next, the main modifications are detailed:

  • Financial Assistance to Public Companies (Ministry of Economy): reduction of $ 1,378,408 million.
  • ECONOMIC SERVICES (OBLIGATIONS BY THE TREASURE): Increase of $ 1,245,420 million.
  • Penitentiary Affairs (Ministry of National Security): Increase of $ 61,969 million.
  • Common activities of health management programs (Ministry of Health): Expansion of $ 30,000 million.
  • Federal Security (Ministry of National Security): Up of $ 16,429 million.
  • Relations with the provinces and regional development (Chief of Cabinet of Ministers): cut of $ 15,000 million.
  • Non -contributory pensions for labor disability (Ministry of Health): Increase of $ 13,507 million.
  • State intelligence information (presidency of the nation): Increase of $ 7,366 million.
  • Army operational enlistment (Ministry of Defense): increase of $ 4.1 billion.
  • Central Activities (VICEJATURE OF CABINET OF MINISTERS): Increase of $ 2,529 million.
  • Other modifications in different jurisdictions: Increase of $ 4,010 million.
