The benefit was based on the fact that it is a group of productive companies in the manufacturing sector “that make a higher use of electrical energy than other subsectors, if their expenditure on power demand and consumption of electrical energy is compared with the total of their direct expenses, their added value, or their sales”, was highlighted.
In this sense, the resolution stressed that “the National State has the vocation to support the productive activities that take place in the national territory with special attention to the market circumstances they face.”
The requirements to access the benefit, both for those who already receive it and for companies interested in joining, are to prove, in the three months prior to the date of its presentation, a specific consumption of electrical energy in production equal to or greater than 5 kilowatt hours (KWh) for each kilogram of product produced, a maximum power demand greater than 17 megawatts (MW) on average, and have a direct link to high or medium voltage networks greater than or equal to 13.2 kilovolts (KV ).
Likewise, they must accredit the status of GUMA Agent (Large Major User) in the Wholesale Electricity Market (MEM). The resolution noted that “The increase in prices and rates established as of 2016 regarding the consumption of electrical energy has generated impacts on certain users of the productive sector that deserve to be considered in particular.
This group of users “have a high level of energy consumption” and for that reason “show difficulties in adapting their cost structure to the resulting electricity supply values.”
On May 16, 2017, “discounts had already been arranged on the Reference Seasonal Prices for companies characterized as Large Distributor Demands, and on the average purchase price applicable to each user for those characterized as Large Direct Users of the WEM.”
When President Alberto Fernández took office, through the Social Solidarity and Productive Reactivation Law, “measures were adopted in order to avoid the negative impact that the increase in prices and rates that began in 2016 had on households, businesses and industries”, it was specified, while a subsequent resolution extended the discount until December 31, 2021.
