Debate over subsidies and electricity rates.
Ignatius Petunichi
The ENRE and the Ministry of Energy advance in the analysis of a tariff differentiation that allows targeting State spending to cover part of the cost of gas and electricity bills for those families who cannot afford the full rate, and reduce the subsidy to the higher income sectors. At the hearing convened by the agency, the determination of power reference prices (Potref) and of stabilized energy price (PEE) in the Wholesale Electricity Market (MEM), as well as the stabilized price transportation for the MEM of the Tierra del Fuego System.
The Tariff Transition Regime proposed by the Neuquén Provincial Energy Entity (EPEN) and electricity transmission companies Transener, Transba, Districuyo, Transpa, Transco, Transnea and Transnoa and electricity distributors Edenor and Edesur. The two operators of the Buenos Aires Metropolitan Area are the only ones whose added value of distribution is discussed under federal jurisdiction, since the rest of the companies depend on the provincial jurisdictions and have their own rate update mechanisms.

The entity clarified that Although the transitional revisions until 2023 are discussed in the hearings -as agreed with the Government last year- a Comprehensive Tariff Review (RTI) is necessary, under the terms of the Electricity Regulatory Framework Law No. 24,065. Adeera also pointed out with a view to the hearing that “while the demand for electrical energy maintains a sustained growth in all categories of users, distributors face service costs with lower adjustments to inflation in all provinces”.
For its part, according to data from the entity, “50% of the population pays bills for electricity service below $1,500 monthly, which is equivalent to 4.5% of the minimum vital and mobile salary.” Another significant fact that stood out regarding the current situation of electricity distribution companies is given by the incidence of electricity tariffs on commercial and industrial activities. “The impact of the value of energy on its costs is less and less (less than 3% in most cases, with the exception of electro-intensive activities), product of the inflationary effect on the one hand, and the rate delay on the other,” Adeera specified.
