The Customs Collection and Control Agency (ARCA) decided to exceed the participation of private entities in the customs verification of Exports of leather and related for consumption. He did it through General Resolution No. 5665/2025, published in the Official Gazette and repeals Standard 1399/2002.
“The measure seeks to eliminate unnecessary delay that negatively affected foreign trade dynamics and generated additional logistics costs for exporters,” the agency explained in a statement. He added: “The decision is part of the objective of achieving a more agile, efficient and effective public management, keeping intact customs control mechanisms and the traceability of export operations.”
Arca recalled that months ago he eliminated the system through which the cameras, federations and associations representative of the sectorial activities participated, in the character of observers, in the physical verification of the merchandise with importation of import, when they had been assigned a Channel Red Selectivity.
From now on, customs controls will be carried out exclusively by the technical and operational teams of the General Directorate of Customs (DGA), which is expected to expedite the dispatch times without compromising the traceability or safety of operations.
Post -clear statement and procedures for exporters
Through RG 5.666/25, The Ark also eliminated the obligation to present this statement in a customs agency, allowing the procedure to be carried out digitally through the Malvina computer system (SIM). This measure seeks to reduce operating costs and administrative times, favoring the competitiveness of the export sector.
This is the customs process that allows exporters to modify the amount of merchandise declared in the export destination, When the effectively embarked, it will be less than what was declared at first (or greater, within the tolerances allowed by current regulations).
What are the main changes introduced by the norm?
Digitized post -mouth statement: Exporters may modify the amount of merchandise declared in the export destination when the effectively embarked is less informed than that initially informed (or greater, within the margins allowed by current regulations), without the need to be presented in person before the customs.
Difference in the number of units: If the number of units embarked is lower than that declared, the declarant has five (5) business days to register the post-Soap declaration in the SIM and ratify it by the web service “Ratification of the post-fear statement”. Previously, if the operation was in the orange or red channel, the procedure should be carried out in a customs dependence.
Difference in the amount of packages: in the event that the customs service detects differences in the amount of packages but not in the number of units, the SIM will automatically proceed with the registration and ratification of the Post-Embarque declaration. Before this resolution, exporters with orange or red channel operations should be presented personally to complete the process.
The Ark statement concludes that “through customs, it will continue with the normative review tasks in order to eliminate customs codes in disuse, inefficient or obsolete related to the intervention of the entities in merchandise verifications belonging to different items in the economy.”
