For ecosystems, it was proposed to introduce a “cooling period” of 14 days

Ecosystems may require a 14-day “cooling off period” during which the customer will have the right to unsubscribe if they have not yet started using the services. This is one of the norms developed as a result of meetings of market participants and regulators in ANO Tsifrovaya ekonomika. Izvestia has the final document.

Now it does not matter whether the consumer used the digital service as part of a subscription or not, he is obliged to pay for it. The “cooling period” is already in effect (for example, in the insurance market), and now it is proposed to extend it to the contract when subscribing, explained in ANO Tsifrovaya ekonomika.

To assess the effectiveness of the proposal, which provides for a “cooling off period”, it is necessary to familiarize yourself with the details of such a proposal, Andrey Puchkovsky, deputy head of the department of federal state supervision in the field of consumer protection of Rospotrebnadzor, told Izvestia. He stressed that today the consumer can already refuse any purchased service and return the money, minus the costs incurred by the contractor at any stage of the transaction, the consumer has no time limits. At the same time, the costs must be reasonable and very often they are simply proportional to the terms of using the services.

Thus, the proposed innovation can both improve (if the refusal within 14 days allows you to return the entire amount of the prepayment), and worsen the situation of the consumer (if it restricts him in the rights already established), summed up Andrey Puchkovsky. He stressed that many other proposals for the regulation of ecosystems generally meet the expectations of consumers and will be supported by the agency.
