There is no need to subsidize those who do not need it

According to the maps that went viral of the City of Buenos Aires (CABA) and the suburbs of Buenos Aires, the segmentation plan carried out between the ENRE and the CONICET implies that 487,000 users of the Metropolitan Area of Buenos Aires (AMBA) will pay the full rate due to the reduction in State assistance.

As can be seen on the map of CABA, the decision It affects a large part of the neighborhoods of Puerto Madero, Recoleta, Palermo, Belgrano and Nuñez. Likewise, it also covers several blocks of Colegiales.

To a lesser extent, a few blocks from Saaavedra, Cohglan, Villa Urquiza, Villa Ortuzar, Chacarita, Caballito, Villa Devoto, San Nicolás, Montserrat and San Telmo will be reached.

segmentation reaches those areas in which at least 88% of the population is high-income, according to the last census of 2010. Many neighborhoods with a predominance of the middle class, such as Villa Crespo, Parque Chas, or Villa del Parque will continue to receive subsidies.

In the Province of Buenos Aires, the most affected municipalities will be Vicente López, San Isidro, and country zones both in the north (Tigre, Pilar, Escobar, Malvinas Argentinas) and in the west (Moreno, for example) and in other parties. further south, such as Ezeiza and Esteban Echeverría.

The work was presented and delivered last December to the Minister of Economy, Martín Guzmán, and the Secretary of Energy, Darío Martínez. Now the project and the decision of when to implement the measure are in the hands of both officials.

The segmentation proposes that properties with a value of US$3,700 per square meter pay the full rate. Users of the sector in all its strata and businesses and industries that consume less than 300 Kw and carry out activities that are characterized by “having dollarized prices or external financing, that have high profitability and/or belong to non-tradable markets will also be left without subsidies. (so they have no competition with the outside)”.

These activities reach the financial sector; highway concessionaires; urban and suburban passenger rail transport; generation, transportation and distribution of electricity and transportation and distribution of gaseous fuels; services of organizations and extraterritorial bodies (embassies), and gambling and betting.

In the document that was released this Saturday, the ENRE He explained that in a first stage the segmentation is concentrated in the AMBA because that is where 40% of the total users are concentrated, but he advanced that the idea is to extend it to the entire country. Likewise, he clarified that the beneficiaries of the Social Rate will not receive any kind of increases.
