The National Government officialized on Thursday the dissolution of the Socio -Urban Integration Fund (FISU) and the Fiduciary Fund for Scientific and Technological Promotion (FundaCec), through the Decree 312/2025published in the Official Gazette. The decision is part of the public emergency declared by Law 27,742 and responds to a series of observations detected in the audits carried out by the General Syndicate of the Nation (SIGEN), which revealed administrative failures, lack of controls and inefficient use of public resources.
Among the irregularities relieved in the fisu, they identified themselves systematic delays in the worksplanning shortcomings that resulted in higher costs, awards to Cooperatives without verifiable backgroundacquisition of contaminated land near Duba and Equipment purchases (such as 45 notebooks) without Onti intervention. Both funds were constituted to channel investments in strategic sectors: the FISU, created by Decree 819/2019, financed projects in popular neighborhoods registered in the Renabap, while the Fund, created in 1997, was intended to boost technological and scientific innovation through the financing of specific programs.
Despite the solution, the decree establishes that Fiduciary obligations will remain in force until completing the liquidation process, which will remain under the orbit of the Ministry of Economy. In addition, the ENACOM It will administer the resources provided by article 22 of Law 27,078, which were previously assigned to the Fundec.
