Through Decree 339/2025, the Executive Branch repealed central articles of the SME Promotion Law and almost completely dismantled the National Program for the Support for Young Business.
The National Government today officially repealed various fundamental articles of the Law 24,467which promoted the development of small and medium enterprises, and practically eliminated the Law 25,872which gave rise to the National Program for the Support for Young Business.

The measure was implemented through the Decree 339/2025published in the Official Gazette, and governs on Monday. According to the fundamentals of the Executive, the repealed tools generate a “marginal contribution to the general interest” and are incompatible with the new state efficiency scheme promoted by President Javier Milei.


End of promotion policies for the SME sector
Among the eliminated points of the SME law are:

Information System and Productive Development Agencies (arts. 12 and 13): The network destined to attend SMEs with technical, commercial and legal information is eliminated.

Resources of Technological Institutes (Art. 14): The strengthening of INTA, Inti or Inmine in support of the sector will no longer be prioritized.

Supplier Development Program (Arts. 16 and 17): The plan that strengthened the link between supplier SMEs and large companies, including state purchases.

Quality certification (art. 18): The policy that encouraged companies to operate under international standards is suppressed.

Export consortiums (arts. 19 to 21): Strategies are discontinued to boost SMEs internationalization.

Business Training (Art. 22): The training program for managerial and management cadres is eliminated.

Monitoring Commission (Art. 105): There is no longer the agency that evaluated the impact of these policies on employment and labor market.

The program for young entrepreneurs was eliminated
The decree also repeals almost entirely Law 25,872which established the support program for young business. This initiative sought to foster the entrepreneurial spirit, offer fiscal and financial tools, and promote the insertion of young entrepreneurs into the local and international market, focus on innovation and public-private articulation.
The Government justifies this deregulation by covering in the Base Law (27,742)which gives it powers to restructure state agencies within the framework of public emergency.
Despite repeals, The decree clarifies that the National State and the actors involved must comply with all the obligations assumed while the programs were in force.
