The Ministry of Industry and Trade is ready to conduct an experiment on labeling canned meat, vegetables, fruits, and so on. It will run from May 1, 2022 to February 28, 2023.
The department has formed a draft government decree. The Ministry of Economic Development is preparing an assessment of this document – whether there are excessive norms in it. The Rusbrand Association (which unites the largest manufacturers in the Russian Federation) expressed its opinion: the business proposed to exclude goods for children from the labeling experiment. This was stated in a letter from the organization to the Ministry of Economic Development dated February 7. Izvestia got acquainted with the document.
Baby food products are classified as socially important essential goods, the association said in a letter. According to the Ministry of Labor, among all low-income households, families with children account for almost 90%.
The labeling proposal comes against the backdrop of constantly rising prices for raw materials, packaging and transportation, as well as a reduction in real disposable income of buyers, the Rusbrand Association emphasized in a letter. Under these conditions, it is already difficult for manufacturers to contain the cost of products. And the introduction of a labeling system in the industry, according to manufacturers, will be costly. As a result, a unit of goods can rise in price by at least 10%.
Rusbrand noted that the industry has a high level of imports – about 25-30%. For foreign products, the developer proposed more expensive technical solutions. This poses a high risk of shortages of these products on the shelf, according to the association.
The Ministry of Industry and Trade has developed a project to conduct an experiment on the labeling of canned meat and vegetables, following the instructions of the president, the department told Izvestia. During the experiment, participants will be able to get acquainted with the principles of working in the information system, choose the best integration solutions and ways to identify goods for themselves. An objective assessment of the industry’s costs for the introduction of marking is possible only during the experiment, the ministry stressed.
