The Court of Auditors (RH) presented its review of the federal and state financial corona aid measures from March to the end of September 2020 yesterday, Friday: 52 billion euros were available for grants, benefits in kind, guarantees, guarantees and loans in the reporting period. Of this total volume, 21.3 billion euros had been transferred to specific aid by the end of September.
Here are a few examples: 15.9 million euros went to the government’s information campaign, 16.6 million euros to the family crisis fund, 1.3 million euros to the infrastructure for distance learning, 27.3 million euros for the apprentice bonus and for repatriations abroad 3.1 million euros. 10.4 million euros were paid for the hardship fund in agriculture.
“High complexity”
A total of 89 federal financial aid measures were reported to the Court of Auditors. In 38 cases, third parties were commissioned with the processing. Existing institutions were mostly used. Only the federal Covid-19 financing agency (Cofag) was newly founded.
Third parties have also been commissioned in the federal states. The high number of actors involved at federal and state level led to a high level of complexity and confusion, as the Court of Auditors noted.
The Neos describe the Corona aid as “bureaucracy jungle” and see themselves confirmed by the RH report. Criticism also came from the FPÖ: the audit office had “confirmed the black-green mismanagement”.
