The officers noted that Koechner was “OVI” or “operating a vehicle while impaired…under the influence of alcohol/drug abuse”, but refused to take a blood alcohol concentration test. He is scheduled to appear in Lawrence Municipal Court for a hearing on July 8.
Body camera footage of the incident shows one officer telling another that he could “smell alcohol when [él] approached the car [de Koechner]”, and an officer can be heard saying, “Oh God I can smell it from here.” Koechner allegedly told an officer that he was on his way “to Comic-Con in West Virginia” and had only had “one beer” before leaving.
