Last year, Chapman was denied parole for the 12th time, and transcripts of the hearing are now available.
Speaking to the parole board, Chapman said (via Sky News) that he had a “selfish disregard for human life of global consequence”.
“He knew what he was doing and he knew it was bad. He knew it was wrong, but he wanted fame so badly that he was willing to give it his all and take a human life. I’m not going to blame anything else or anyone else for bringing me there,” he said.

In earlier hearings, Chapman described his actions as “despicable” and said he would “have no complaints” if he remained in prison for the rest of his life.
During his 2018 appeal, Chapman said he felt “more and more shame” every year since he committed the crime. “Thirty years ago I couldn’t say I was ashamed and now I know what shame is,” she explained.
The killer unsuccessfully appealed for parole in August 2020, where he said: “I hurt a lot of people everywhere and if someone wants to hate me, that’s fine, I understand.”
Speaking about its decision to deny his appeal, the parole board said Chapman’s action left “the world recovering from the void you created.” Now he will have to wait until 2024 to be able to appeal again.
