Scrapping of the INCAA: they apply brutal cuts in funds and economic support to cinema

This decision implies the cancellation of 138 contracts in the INCAA, of which 90 will not be renewed at the end of March and 48 will be discontinued.

Within the framework of an adjustment plan in the public sector, the National Government made official measures in the National Institute of Cinema and Audiovisual Arts (INCAA).

According to Executive sources, the INCAA is considered an “oversized organization” and austerity measures have already been implemented in its operation, such as the restriction of air travel, reduction of avoidable expenses and elimination of cell phone fleets.

Some of the cuts in the INCAA are:

  • Suspend the making of all financial expenditures linked to institutional support and contributions.
  • Suspend the provision of all economic support intended for the Provinces and the Autonomous City of Buenos Aires.
  • Provide that the Agency’s work location contracts and specialty work contracts (monotributistas) that expire on March 31, 2024 will not be renewed. Likewise, the impossibility of hiring new personnel under the aforementioned modalities is established.
  • Suspend the assignment and payment of overtime to Agency personnel as of March 1, 2024.
  • Suspend additional Security service additions in all Agency buildings as of March 1, 2024.
  • Suspend the travel of the staff of the NATIONAL INSTITUTE OF FILM AND AUDIOVISUALS ARTS, as well as guests, inside and outside the territory of the Argentine Republic, in compliance with official missions and commissions, regulated by INCAA Resolution No. 489- E/ 2023.
  • Provide for the termination of all contracts with cell phone companies as of March 1, 2024.
  • Suspend the expenditures corresponding to the purchase of food supplies for the Agency’s personnel, and the services and payment of motorbike messaging, taxi transfers or similar services.
  • Suspend refunds for fuel, parking, food, and/or any other institutional representation expenses.

The INCAA, which depends on the Ministry of Culture led by Leonardo Cifelli, has a budget of $10,778,658,800 in 2023, with allocations coming from current income. Besides, It has 645 employees, of which 500 are permanent and 145 are temporary.distributed in various technical and administrative roles.

The Institute finances its activities through the Film Development Fundwhich is nourished by taxes on culture, such as 10% on the price of tickets for film shows throughout the country and 10% on the sale or rental price of recorded videograms. Also receives a percentage of the gross billing for advertising in audiovisual communication services.

Furthermore, the INCAA generates income from the classification and exhibition of films for cinema, the sale of tickets in the “CINE.AR Sala” theater network and the rental of Argentine film premieres through the “CINE.AR Play” and “CINE.AR Estrenos” platform. Also charges tariffs for the classification of films and other concepts established in the law.

This reduction of contracts in the INCAA is added to other adjustment measures in the public sectorLike the 40 layoffs at ENACOM (National Communications Entity) and the possible separations in Trenes Argentinos and the Secretary of Communication.
