The Federal Public Revenue Administration (AFIP) created a new system that will allow “simplifying and streamlining customs procedures and processes” and gave details of how the procedure should be carried out.
The Government announced on Tuesday the elimination of certain procedures and inspection tools with the aim of facilitating foreign trade. Along the same lines, the Federal Public Revenue Administration (AFIP) created a new identification system for electronic products – new and used – that are imported for consumption.

According to the General Resolution 5581/2024 published this Tuesday in the Official Gazette, the AFIP created a new scheme that will allow “modernize, simplify and streamline customs procedures and processes, reducing operating costs with a view to greater fluidity and ease in commercial operations.”


What identification method will be used for cell phones
That, for its part, a optional identification mechanism for all imports of mobile cell phones -including smart ones-, whatever their origin, through the declaration of the IMEI Code (International Mobile Equipment Identity). This identification method allows correct linking of the merchandise with its corresponding customs destination, providing greater traceability, more agile control elements and greater information security.
The experience collected advises to implement the mandatory use of the aforementioned IMEI Code for cell phones – including smart phones -, regardless of their origin, that are imported into the national territory.
In this context, the AFIP will give a maximum period so that the subjects of the customs service that are reached can adapt this new system, allowing the use of the tax stamps corresponding to the aforementioned merchandise to continue during its validity.
Readjustment of the new merchandise identification system: what procedure should be followed
The merchandise covered by said identification system, the developer manuals and the corresponding declaration procedures, will be available on the microsite “Digital Product Identification System” (SiDIP) of the website of this Federal Administration (https://www. afip.gob.ar).
Identification through IMEI code (International Mobile Equipment Identity) will be mandatory for the goods detailed in Annex I.
In case of failures in the “Digital Product Identification System” (SiDIP) that are beyond the control of the declarant and prevent the transmission of data in a timely manner or other computer failures that make it impossible to carry out the corresponding automatic validations, and in order to provide continuity to the course of the destinations, The contingency mechanism indicated on the microsite “Digital Product Identification System” (SiDIP) must be applied. from the website of this Federal Administration (https://www.afip.gob.ar).
For these purposes, a procedure will be enabled in the Customs Procedures Computer System (SITA), in which the affected subject must report the evidenced failures, along with the remaining data required by this Federal Administration, all for analysis and verification by part of the customs service.
This general resolution will go into effect on Thursday, October 9.
