In the letter, the organization reviewed the project process, where they explained that said law It was approved in October 2022, and enacted on November 9 of the same year. ”After long deliberations between the Human Rights Secretariat and the 9 groups of family members and survivors, at the end of November 2023, the Regulations of the Law were approved, according to Decree No.: 652/2023. “The only thing left was to be able to enter the property to carry out its evaluation and appraisal, through the National Appraisal Court,” they added.

Subsequently, they began to detail the problems that the project is going through: ”With the change of government, the measures to be taken were delayed. In August 2024, the Ministry of Justice requests a court order to enter, through a self-satisfactory measure. On September 2, 2024, the Federal Administrative Contentious Court 1 rejects the request because it considers that “they do not appear to provide sufficient justification for the measure requested.” On September 12, the Ministry of Justice appealed the measure and requests a precautionary measure to reconsider the rejection, incorporating the grounds of the appeal. To date, the Federal Administrative Contentious Court 1 has not issued a ruling on this matter.”

In this way, they explained that said law in its generality establishes a period of 2 years to be able to do it, so ”all effort runs the risk of falling”. Faced with this problem, they raised the possibility of a ”Draft extension for said Law”. And they added: ”This project was already presented first in the Senators through Senator Uñac, but it has not yet been put up for discussion. Many of these deputies and senators still continue in their positions, in addition to representing their political forces. Without these conditions, all the effort of years of work will fall apart,” they warned.
