Tailored to agriculture: Senate advances with reform of law that prevented sales of burned fields

The Upper House ruled on the elimination of Law 27,604 and the creation of the Argentine Fisheries and Aquaculture Traceability System.

The plenary session of the Agriculture, Livestock and Fisheries, Environment and Justice commissions of the Senate ruled on two initiatives promoted by the ruling party: the possibility of putting into sale of land affected by fires and the creation of a fishing record to promote food security. The intention of this rule was to discourage burning of territories for the purpose of speculation with the sale of land.

The opinion that was approved this Wednesday in the Senate, authored by the legislator and agricultural leader Alfredo De Angelihas only one article that proposes the repeal of law 27,604. In his arguments, he considers “that it affects the evolution of productive units“, “the impact it may have on the heirs“, “because it regulates in an unreasonable and unjustified manner the property right“, “watch out for him federalism […] since the provincial and municipal governments are the ones who know the local territory best” and “because it is based on the dangerous generalization of assuming that there is intentionality and financial speculation behind every fire that occurs”.

The wording of the project establishes a series of mechanisms for registration of fishing workers, labeling of the product and informing a series of details such as date of capture, fishing method, location of capture, whether or not freezing occurred and name of suppliers. Furthermore, they propose three years for its implementation and the provision of a system of public access to information about each member of the network.
