Former AFIP: step by step, how to register in the ARCA register of independent workers

The Federal Public Revenue Administration (AFIP) was dissolved to give way to the Customs Collection and Control Agency (ARCA). This new entity confirmed that now independent workers can register up to three collaborators in their projects without there being a dependency relationship.

The requirements to be able to register for this pattern are:

  • Have a Unique Tax Identification Code (CUIT) with the status “Active without limitations”
  • Be registered in the General Regime of taxes and social security resources as a self-employed worker, or be adhered to the Simplified Regime for Small Taxpayers, better known as Monotributo
  • Possess a tax code with a security level of at least 3

What is ARCA’s new register of independent workers like?

People in their role as independent workers will be able to count on up to three independent collaborators at the same time, to carry out one or more productive undertakings.

As explained by the head of ARCA, Florencia Misrahi, the system does not create a dependency employment relationship, but rather allows formalize the relationship between the person in charge of the venture and his collaborators. A unique PADIC code is created for each project, facilitating control and transparency in contracting.

Thanks to this measure, the service provider will be able to carry out activities concurrently and will have the freedom to simultaneously maintain collaboration, work or service provision contracts with other contractors. This measure implemented by ARCA It had already been approved in the Base Law.

ARCA: how to register in the new register of independent workers

You must follow the next steps:

  1. Enter the ARCA website
  2. Enter the Tax Code
  3. Find the section that corresponds to PADIC and click on “Add Ventures”.
  4. Complete the registration form, as an affidavit, with the project data
  5. After entering the information, both workers and their collaborators receive a notification at their Electronic Tax Address with the assigned PADIC Code.
  6. Collaborators must confirm their participation in the venture through the PADIC system within 72 hours. If you do not do so, the registration will be automatically cancelled.

The data requested by the sworn declaration are:

  • Entrepreneurship fantasy name
  • Start and end date, if applicable
  • Address where the activity takes place
  • Specific economic activity
  • CUIT of independent collaborators

Once the information is entered, a notification will be received at the Electronic Tax Address with the corresponding PADIC Code.
