The tugging of the governors with Javier Milei by he Budget 2025 set up a new scenario of tension between the Casa Rosada and the provinces. The curious thing is that, beyond the conflicting interests, both parties intend for the law to be approved in Congress. Therefore, the fact that the ruling party admitted that it is willing to call extraordinary sessions was seen by the districts as a wink, since the deadline for negotiating would be extended..
Even though the libertarian ranks play down the need to have their own roadmap, Milei and his crew do not ignore the importance of having clear rules of the game, both for the markets and for international organizations, with the International Monetary Fund (IMF) at the helm. At the same time, suffering a setback in parliament on a sensitive issue, where the majority of the political leadership is willing to collaborate, would not be a good sign abroad.
The fight for the 2025 Budget
On the other side of the arena, the provincial leaders need clarifications. In the midst of the harsh adjustment, they had to resort to their own resources to mitigate the pace of the chainsaw in central items such as public works, transportation and various indigenous funds. For this reason, next year is anticipated to be austere. On this point, both the violets and the leaders of Together for Change (JxC), the provincialists and the wayward Peronists, the main pillars of the Government inland, agree once again.
In particular, Milei tried a diplomatic turn: instead of continuing to delegate the talks to the SUV Guillermo Francoshe decided to put himself in charge. Thus, he held meetings with 14 of the country’s 24 chiefs, in separate groups. This thaw seemed to open the door to a stage with less conflict in the turbulent management of La Libertad Avanza (LLA). However, it did not last long: once the numbers came in, the field got muddy.
Suddenly, all the claims disguised by the President’s new good manners imploded. Pension funds, debts from the 2017 Fiscal Consensus, transfer of public works, more volume of Federal Co-participation and an equitable distribution of the National Treasury Contributions (ATN) filled the table of the national offices. Far from other times, in the Casa Rosada they now appeal to wayward Peronists, like Tucumán Osvaldo Jaldo and the catamarcan Raul Jalilalready provincialists like Hugo Passalacqua (Misiones) and Gustavo Sáenz (Jump) to push your initiatives. Until not so long ago, that place was occupied by the JxC troop.
The dynamic is also fueled by the humors of Mauricio Macri and his complex bond with Milei. Even though Jorge Macri (CABA), Ignacio Torres (Chubut) and Rogelio Frigerio (Entre Ríos), the three governors of the PRO, rehearse autonomous positions on different aspects of the situation, the former president continues to be the strategist of the yellow team.

Specifically, the ruling party’s decision to suspend the meeting of the Budget and Finance Commission this Tuesday, where some of the dance bills were expected to obtain an opinion, generated a double reading in the provinces. Firstly, the unrest dominated, since they considered that the Casa Rosada once again pulled the rope, threatening to extend the current law. However, the possibility of calling extraordinary sessions revealed by José Luis Espert calmed the storm.
If finalized, the deadline for negotiating will be extended. ““The Government needs the budget for the markets and the governors also want it to have a budget, but you cannot plan for 2025 again by playing ball with the provinces,” They graphed Ámbito from PRO offices.
Summit with Minister Luis Caputo
In the midst of the hustle and bustle, two high-ranking governors disembarked this Wednesday at the Treasury Palace, where they met with the minister Luis “Toto” Caputo. It is about Maximiliano Pullaro (Santa Fe) and Martin Llaryora (Cordova). The excuse for the conclave was the signing of the counter-guarantee agreements, to advance the US$100 million loan that the Saudi Fund will grant for the execution of blocks B and C of the Biprovincial Aqueduct, which will supply drinking water to 400 thousand inhabitants of both provinces.
Previously, Caputo signed the loan guarantee contract with the representatives of the Saudi Fund, since the National State, being sovereign, operates as guarantor before the Fund. For this reason, the governors of Santa Fe and Córdoba signed a second contract with the Nation, since if the central government must face the debt, it will be withheld from the co-participation.

The event took place in the Autonomous City of Buenos Aires, with the participation of the Santa Fe Ministers of Public Works, Lisandro Enricoand Economy, Pablo Olivares; the executive director of the Agency for Economic Cooperation and External Financing, Gonzalo Saglione; and the former governor Omar Perottiwho signed the loan during his administration.
Milei, for his part, dedicated the last week to the international agenda. From the meeting with Donald Trump in the US, to the curious photo with Xi Jinping, through the G20 summit in Brazil, the meeting with Kristalina Giorgieva and the reception for the Italian Giorgia Meloni, domestic chores took a back seat for the president.
Back to the routine, everyone is waiting for your word, which will end up defining a good part of what happens with the 2025 Budget.
