The measure was signed by Javier Milei, Guillermo Francos and Sandra Petovello. It establishes an increase that was accepted by UPCN while it was rejected by ATE, in the midst of the beginning of the “suitability” exam for the entire National Public Administration.
The Government made official a salary increase for permanent and temporary employees of the National Public Administration through a resolution published in the Official Gazette this Monday. The increase, previously agreed upon between the Ministry of Human Capital and the state unions at the end of October, consists of a total increase of 3%, divided into two sections: 2% in November and 1% in December. Along with the corresponding salary for December, a one-time extra bonus of $30,000 will be granted.
The measure, established in the Decree 1038/2024, It has the signature of President Javier Milei, the Chief of Staff, Guillermo Francos, and the Minister of Human Capital, Sandra Pettovello.
There it is provided in its article 1, that the Agreement Minutes of October 31, 2024 and its Annexes I to XLI of the Negotiating Commission of the General Collective Labor Agreement for the National Public Administration be approved, where the salary increases in the remuneration of all state personnel are established.
The details of the agreement with the state
As can be seen from the minutes added in the annex that accompanies the measure, in the first clause of the aforementioned agreement, it is granted a 2% salary increase starting November 1, 2024 in the remuneration of permanent and non-permanent personnel included in the General Collective Labor Agreement approved by Decree No. 214/06, on the approved monthly, normal, habitual, regular and permanent remunerations in force as of 10/31/24. While a 1% increase will become effective as of December 1 under the same conditions.
Likewise, in the fourth clause of the minutes that was accepted by the Union of Civil Personnel of the Nation (UPCN) directed by Andres Rodriguez and rejected by the State Workers Association (ATE) of Rodolfo Aguiar.
On the other hand, the third article of the decree provides: “The gross monthly, normal, habitual, regular and permanent remuneration of agents authorized to perform extraordinary services, with the exception of services required by third parties, must not exceed the amount of $652,619 as of November 1, 2024 and $659,145 as of December 1, 2024.
Who is included in the equal increase
Finally, in article 5 of the decree, increases are extended for workers who work under the orbit of the State Intelligence Secretariat (SIDE) and the salaries of the employees were updated National Resident Professionals who work in Hospital Establishments and Institutes and Organizations that depend on the MINISTRY OF HEALTH and at the SAMIC PEDIATRICS HOSPITAL “PROFESSOR DR. JUAN P. GARRAHAN”.
The increase is part of the 2024-2025 salary discussion that began in June of this year. In July and August, the increase had been 6.6%also in two payments: 3.5% for July and 3% for August. While in September and October it was 3%, in separate payments of 2% and 1%. Despite the increases, so far in Milei’s management, The loss of purchasing power in the public sector is around 30%.
