The Customs Collection and Control Agency (ARCA) updated and regulated the procedures related to foreign trade, in particular by incorporating the import authorization with stock replacement within the framework of National Single Window Regime for Argentine Foreign Trade (VUCEA).

For example, if a car factory needs to import special parts for its production, it can do so with a tax benefit. Then, after exporting the manufactured cars, you have the possibility of importing those parts again without facing high tax costs, which facilitates the continuity of production. This is the main benefit of the stock replenishment regime.

VUCEA as a mandatory platform: The official text highlights the centralization of permits, authorizations and customs procedures related to foreign trade through the VUCEA platform, in line with previous regulations such as the Customs Code and Decree No. 1,330/04.

In addition, the conditions for the import of goods intended for industrial improvement are regulated, with the obligation to export them subsequently. It happens that the modifications also allow the replenishment of stocks by importing identical goods, always under specific terms.

Key points of the text

  • Authorization: To be able to use this benefit, companies need prior authorization from the Undersecretary of Foreign Trade.
  • Statement: When importing new parts, companies must declare this benefit using a specific code in the MALVINA computer system.
  • Exported goods: Goods that were previously exported must have been transformed in some way in the national territory.
  • Tax exemption: Generally, goods imported under this regime are exempt from import taxes.
  • Computer system: The entire process is highly automated and is carried out through the MALVINA system.

The official text highlights that this regime is key for the country’s manufacturing and export companies because it offers significant advantages in terms of costs, production and trade. Firstly, it allows reducing production costs by exempting companies from paying numerous taxes.which improves its competitiveness.

In addition, it promotes local production by facilitating the replacement of inputs used in production processes, thus guaranteeing the continuity of operations. Finally, it simplifies customs procedures, which is essential for companies that actively participate in foreign trade, optimizing both imports and exports.
