The Government made official this Monday the dissolution of the General Administration of Ports (AGP), a state company whose purpose was the administration of the port of Buenos Aires and, in recent years, that of the waterway that runs along the Paraná River.

This is the first closure of a state company in 2025. So far in Javier Milei’s mandate, it is the second organization that suffered this fate, after the elimination of Argentine Trains Human Capital (Decahf).


The liquidation of the company was accompanied by the birth of another organization called the National Ports and Navigation Agency (Anpyn)which will have financial autarky and will remain in the organizational chart of the Ministry of Economy that manages Luis Caputo. This body will be the only one with national port authority, and its role will be fundamental in the application of laws and regulations in the areas of ports and navigation.

The Anpyn will assume the responsibilities, powers and functions of the Undersecretariat of Ports and Navigable Waterways, as well as the AGP SAU. The resources, assets and rights of these entities will also be transferred to you.
It is the second public company to suffer this fate after Argentine Trains Human Capital (Decahf)a company that the president Javier Milei decided to close it because it considered that “it was wasting resources, it did not operate trains and it did not have functions that justify its existence.”
As specified in the decree, the staff of the former Undersecretariat of Ports and Navigable Waterways will be relocated in accordance with current legislation and the Anpyn staff will be governed by the Labor Contract Law. The new body will be led by an Executive Director with the rank of Secretary of State and a Deputy Executive Director with the rank of Undersecretary. Both will be appointed by the National Executive Branch.
This is how the new agency that will control the waterway will work
According to the decree published today, these will be the main functions and powers of the new National Ports and Navigation Agency:
- Advise the Executive on the authorization of ports.
- Control within the scope of port activity compliance with the provisions and regulations that are consequently issued in the national jurisdiction order.
- Control that the holders of the port authorizations granted comply with the construction and operational projects that justified their request, and give the ports and port facilities the purpose that conditioned the authorization. It may suspend said authorizations until the required conditions are reestablished or cancel it definitively, when objective and duly proven circumstances prove the impossibility of its reestablishment.
- Promote and make effective the modernization, efficiency and economy of each of the ports of the National State.
- Stimulate and facilitate private investment in the operation and administration of ports
- At their request, provide technical and legal advice to the provinces and/or municipalities that promote port facilities in their respective territories.
- Establish general policies on port matters and the administration and exploitation of navigable waterways.
- Establish agreements delimiting responsibilities in the dredging of accesses and docks of each port, in the event that this is necessary in areas where responsibility is of doubtful or conflictive determination.
- Exercise primary responsibility in environmental matters and establish procedures for evaluating and issuing declarations of suitability corresponding to works and activities in ports and navigable waterways in coordination with the competent authorities, subsidiarily controlling compliance with the resulting laws or regulations. of application in the matter.
- Exercise control of the concessions, operators and activities of the Port of Buenos Aires and the power of police and taxation over the establishment and the movable and immovable property that comprise it.
- Promote public-private partnership and private investment in cargo transfer centers, railway port and infrastructure facilities and logistics services, aimed at reducing the costs of multimodal transportation and efficiency, effectiveness and competitiveness for the benefit of navigation and commerce abroad.
