In a report, uploaded to the official website of the IACHR, The international organization stated that “before, during and after the presidential election of July 28, the regime implemented a coordinated repressive strategy” which was based on three stages in order to “perpetuate illegitimately in power.”
“Within the framework of this strategy, state terrorism practices that had the purpose of preventing the political participation of the opposition, hindering the development of a free, fair, competitive and transparent electoral contest, and sowing terror among the citizens,” the Commission denounced, events that “could only be carried out, without any control, due to the co-option of the different powers of the State”.
“State repression included practices of state terrorism aimed especially at instilling terror in citizens and silencing dissident voices.”they continued. Additionally, the document pointed out a series of violations including “extrajudicial executions, short-term forced disappearances, arbitrary detentions, torture and other cruel, inhuman and degrading treatment.”
The IACHR, an organization of the American State Organization (OAS), concluded that the Venezuelan regime “executed a planned strategy aimed at preventing political participation of the oppositionhinder the development of a free, fair and competitive contest, and repress social protests caused by electoral opacity and complaints of fraud.”

This operation also included the detention of children and adolescents, followed by “torture, cruel, inhuman treatment and degrading, and serious violations to judicial guarantees and freedom of expression,” denounced the IACHR.
According to the report, the circumstances surrounding the election “configure an alteration of the constitutional order.” “The electoral opacity, and in general, the restrictions on political rights recorded in this document prevent this Commission from considering that the re-election of Nicolás Maduro enjoys democratic legitimacy“, they concluded.
The report specified that the opposition managed to compile more than 80% of the digitized minutes at the national level. According to these minutes, the opposition candidate Edmundo González Urrutia would have obtained the 67% of the votes.
