Antidumping measures: make product imports more flexible

The announcement will impact, according to the examples that Caputo gave, the offer of various products such as bicycles, water pumps, multiprocessors, irons, heaters and fans.

According to what Caputo expressed, the system will consist of several central points:

  • They will be reduced the duration periods of future anti-dumping measures, that go from a maximum validity of 5 years with unlimited renewals to one of 3, with a single possibility of extension for 2 more years.
  • Antidumping duties are instruments that are used when the price of an imported product is sold below the market value of the country of origin, generating unfair competition with local products. In Argentina, these measures work in many cases as an acquired right, which prevents competition and makes products more expensive for consumers and inputs for the industry.
  • As an example, the bicycles They have had antidumping measures for more than 20 years, which makes their price more expensive. The same happens with products such as electric irons and heaters that have much higher prices than in other countries: irons They cost more than $100,000, while in Europe they are worth less than half; the heaters They exceed $30,000, while in Brazil they are around $27,000.
  • In the case of the water pumpsantidumping duties, which are the percentages that must be paid by those who import goods with measures applied, are 246% of the total value of the import; the multiprocessors They must pay 203% and the fans 164%.
  • To correct this, it is determined that investigations prior to the application of antidumping measures, which previously could last up to 12 months, will have a maximum period of 8 months.
  • In addition, the duration of the measures will be 3 years, with a single possibility of extension for 2 more years, and replaces the previous system of unlimited renewals.
  • The procedures are also simplified: instead of presenting the documentation in two different offices, everything will now be managed at the National Foreign Trade Commission.
