An important item is re-awarded on public service broadcasting. There is only one candidate and she comes from outside. How will the NDR choose?
The Norddeutsche Rundfunk (NDR) gets a new channel tip. An external manager could move to the position of the third largest ARD broadcaster-which is rare on public service broadcasting. What you need to know about the election on Friday (April 4).
It comes from the Bertelsmann cosmos and is considered a surprise for the NDR top position. In public discourse, the name Sandra Harzer-Kux was not on the note. The media manager worked in the marketing sector and also has experience, among other things, with moving image and audio.
If you listen to the media industry, you get different answers. Harzer-Kux is considered to be well networked. For others, the 52-year-old is a blank sheet. If you ask your previous employer, there is praise. Bertelsmann boss Thomas Rabe told the German Press Agency: “That would be very happy for the colleague. She did an excellent job. I think it is very suitable.”
Why is there only one candidate?
This is due to the rules of the NDR state contract. Accordingly, the board of directors makes a proposal.
Harzer-Kux would follow director Joachim Knuth. The 65-year-old had offered an early transition to September 1st. Knuth has been the director of the third largest ARD station since January 2020. His contract runs regularly until mid -January 2026.
According to the committee office, all 58 members of the NDR -Rundfunkat are entitled to vote – at least 39 must be present so that the committee is quorate. A candidate needs two thirds of the votes of those present to be elected. If this majority is not reached, there is no second ballot. The Board of Directors can then submit a new proposal within one month.
The round funcate should represent various social groups – such as representatives from organizations, politics, business and religious communities. It controls whether the broadcaster complies with the programms and can give feedback after the broadcast.
What does an director do?
The director of a transmitter is the face inwards and outside. Harzer-Kux would lead the business at the NDR and set the strategy with the management level. It is also about the content orientation of the program. As the director of the NDR, she would legally represent the broadcaster to the outside world. The director also accounts for the Board of Directors for the economic situation.
What does that have to do with the “Tagesschau”?
Much. The NDR is responsible for the nationwide news offers in the ARD. The flagships “Tagesschau” and “Daily topics” are produced in Hamburg in NDR studios. In addition, the news channel Tagesschau24 has been expanded with live reporting for years. The public service broadcasting also wanted to counter criticism that there was no quick enough for sudden news situations in the main program.
The NDR boss is a advocate for the “Tagesschau” brand. This will become particularly important in the next few years: a show of strength with the ARD-ZDF news broadcaster Phoenix indicates. According to the countries, the radio should bundle its offer in smaller TV channels and focus on the Internet-it could be eliminated by one of the two TV news stations with a classic ongoing program. Whether it could hit Phoenix or Tagesschau24 – this is open.
What are the construction sites at the NDR?
If Harzer-Kux becomes an director, it will first be about gaining trust. The external media manager would have to do, save, save, save, save, save: The dispute with the federal states for the amount of the broadcasting contribution also affects the NDR with around 5,000 festivals and freelance employees within both the NDR and ARD network. In 2023, around 1.1 billion euros in income from the broadcasting fee came together to finance the broadcaster. Economic plans have to be set up in uncertain times – without knowing how the broadcasting contribution will develop. A decision by the Federal Constitutional Court is pending. Not unimportant: Because of his large broadcast area, the broadcaster must keep in touch with several state governments in the north to fight there for the interests of the radio. There were personnel changes. The broadcaster had external Kaleidoscope created what the mood is in the NDR and wants to re -enact.
