The oral tobacco “snus” has been prohibited in the EU for a long time. Now France goes one step further and also prohibits other nicotine bags.

The nicotine bags that are particularly popular with young people are banned in France from March 2026. A corresponding decree was published on Saturday in the French Official Journal. The small bags are put between the lip and the gums. They do not contain tobacco, but nicotine salts as well as sweet and aroma substances.



The government in Paris announced in autumn 2024 to ban the so-called nicotine pouches after there was an increase in poisoning cases, especially among young people. From March 2026, the ban now has “all nicotine products for oral application”, except for medication and medical devices.

The alliance against tobacco spoke of a “victory”. It is “an important measure to protect the young people and to thwart the harmful strategies of an industry that thrives on the market of dependency at the expense of public health,” said the association.

The French Authority for Food Safety, ANSES, called for “special vigilance” in November 2023 in connection with the nicotine bags. Such products led to more and more poisoning cases. “Children and adolescents are the main victims,” ​​said the authority.
