The so-called hospitalization incidence will be the new benchmark for corona rules in Germany. From a value of three, the 2G rule applies across the board for events in a federal state, from a value of six the 2G plus rule, said Chancellor Angela Merkel (CDU) after the Prime Minister’s Conference. From a value of nine, further measures such as contact restrictions should be added.

Merkel said: “The situation is highly dramatic.” It will now be very important that action is taken quickly, that action is taken consistently and that there is better control. “With the current momentum, we run into a very, very difficult situation, especially for all people who work in hospitals and especially in intensive care medicine.” Fortunately, there is still capacity in many places, but it is “really absolute time to act”.

Bavaria over six – Saxony-Anhalt and Thuringia over nine

Merkel said it was an important step to take the number of people in the hospitals as a guide. The hospitalization incidence indicates how many people per 100,000 inhabitants are in hospital within seven days in a federal state – with a value of three, i.e. three patients in seven days per 100,000 inhabitants. The 2G rule means that only those who have been vaccinated and those who have recovered have access to events. The 2G-Plus rule, which applies from the value six onwards, means that only vaccinated and convalescent people with a current negative corona test are allowed access.

All federal states except Hamburg, Lower Saxony, Schleswig-Holstein and Saarland are currently above the value three. Bavaria is above the value six. Saxony-Anhalt and Thuringia are above the value nine.

Merkel demanded that from a value of nine “the entire range of possibilities must be used”. This included contact restrictions and “various restrictions”. At the same time, the acting Federal Chancellor was dissatisfied with the agreements made. “Here I am of the opinion that this catalog is insufficient.” Another federal-state meeting was agreed for December 9th.
