The measure, proposed by President Volodimir Zelensky, was voted hours after Russia began the evacuation of its diplomatic personnel in Kiev and that the United States warned about the risk of a general Russian offensive against the former Soviet republic.
“The situation is difficult, but it remains under our control,” Ukrainian Defense and Security Secretary Oleksiy Danilov said before the vote.
The state of emergency will allow regional authorities to tighten security measures, for example by imposing stricter identity checks.
It will be in force in the whole of the territory, with the exception of the separatist territories of Donetsk and Lugansk, in the east, recognized on Monday as independent republics by Russian President Vladimir Putin.
Western powers estimate that Russia, which has concentrated 150,000 troops on its border with Ukraine, could launch a military offensive against the entire country.

Parallel to the authorization of the state of emergency, the Ukrainian parliament gave the green light to a bill that will allow citizens to carry weapons and act in cases of self-defense.
“The approval of this law is fully in the interest of the state and society,” the authors of the bill said, adding that it was necessary due to “existing threats and dangers for the citizens of Ukraine.” The project received the affirmative vote of 274 deputies of the 352 present.
The document proposes to define the concept of ownership of civilian firearms, according to the Ukrainian news agency Interfax. In addition, it determines the conditions and the procedure for obtaining licenses to be able to carry them and adds a classification of civil firearms.
The law provides for the use of civilian firearms for self-defense, state control in the sphere of circulation of civilian firearms, and regulates the temporary import and export of civilian firearms and ammunition from Ukraine. It also specifies when a gun owner’s certificate cannot be issued to a person, such as when there are medical contraindications to gun control or if the person has a pending or unresolved criminal record.
Reservists

The Ukrainian Armed Forces have about 250,000 active military personnel and 200,000 reservists.
