Kiev banned people from leaving their homes and spreading “destabilizing” information

President of Ukraine Volodymyr Zelensky declared a state of emergency (PE) in the country from midnight on February 24 for 30 days in all regions of Ukraine, according to a decree published on February 23 on the website of the Verkhovna Rada.

“A ban on conscripts, those liable for military service and reservists to change their place of residence without the knowledge of the military registration and enlistment office, the Security Service of Ukraine and the relevant unit of the Foreign Intelligence Service; a ban on the production and distribution of information materials that can destabilize the situation,” the list of measures introduced by the decree says.

The state of emergency also provides for special rules for entry and exit, restriction of freedom of movement in the territory where the state of emergency is introduced, restriction of the movement of vehicles and their inspection, enhanced protection of public order and facilities that ensure the vital activity of the population and the national economy, the introduction of a curfew, checking documents from citizens.

The holding of mass events, except for those prohibited by the court, and strikes for the duration of the state of emergency is prohibited.

On February 23, the National Security and Defense Council of Ukraine appealed to the Verkhovna Rada with a call to introduce a state of emergency. The decree of the President of Ukraine was discussed in the country’s parliament during Wednesday.

On the evening of February 23, the bill was adopted based on the results of a vote – 335 deputies voted in favor. The regime was approved by the Rada for a period of no more than 30 days, in some regions – no more than 60 days. The term may be extended by no more than 30 days.

The situation on the line of contact in Donbass escalated on February 17. The DPR and LPR reported heavy shelling by Ukrainian security forces, including with heavy weapons. At the same time, Kiev announced the shelling of the positions of the armed forces of Ukraine. The republics announced a general mobilization and evacuation of civilians to the territory of Russia.

On February 21, Russian President Vladimir Putin announced Russia’s recognition of the independence of the DPR and LPR, and then signed the relevant decrees. In addition, the Russian leader and heads of the Donbass republics Denis Pushilin and Leonid Pasechnik signed treaties of friendship, cooperation and mutual assistance, which, among other things, provide for the right to build military bases on the territory of the parties and provide military assistance to each other.

Since 2014, the Ukrainian authorities have been carrying out a military operation against the inhabitants of Donbass, who refused to recognize the results of the coup d’état and the new government in Ukraine. At the same time, Kiev blames Moscow for the current situation. Russia has repeatedly stated that it is not a party to the intra-Ukrainian conflict.
