The General Assembly was decided this Sunday by the UN Security Council from one US-Albanian proposalwho received the favorable vote of 11 of the 15 members of the Council and against by Russia, while China, India and the United Arab Emirates abstained..
The UN regulation does not contemplate for this instance the right of veto that the five permanent members of the Security Council – China, the United States, France, the United Kingdom and Russia – have for another class of resolutions.
Therefore, the Council decided to appeal to the General Assembly before “the absence of unanimity of its permanent members”that on Friday “It prevented the exercise of its primary responsibility, which is the maintenance of international peace and security”says the resolution approved the day before.

Russia vetoed on Friday a resolution promoted by the United States and Albania to condemn the invasion of Ukraine and demand the immediate withdrawal of Russian troops from this country.
To date, only ten sessions of this type in the UN General Assembly, the last one in 1982after a meeting of this type was convened due to the crisis in the Golan Heights, militarily occupied by Israel, a movement not recognized by the international community that continues today.
These types of meetings are convened as a result of the resolution 377A(V)approved in 1950 and known as “United for Peace”which gives the UN General Assembly the authority to take on matters of international peace and security when the Security Council is unable to act due to lack of unanimity among the five veto countries.
