Costa Filho made the remarks minutes after the UN General Assembly voted to reprimand Russia for invading Ukraine and demanded that Moscow cease fighting and withdraw its military forces.
“The resolution cannot be seen as something that allows the indiscriminate application of sanctions. These initiatives do not lead to the reconstruction of a diplomatic dialogue and bring consequences that go beyond the current situation,” he said.
On Tuesday, the president Jair Bolsonarowho met with the Russian president Vladimir Putin in Moscow before the invasion, said Brazil would remain neutral in the conflict, citing Russian fertilizers that are crucial to the country’s giant agribusiness sector.
The UN resolution, which does not have sanctioning weight but does have the strong symbolism of coming from the broader multilateral organization, was approved with 141 votes in favor, including the Argentinafive against and 35 abstentions.
Russia, Belarus, North Korea, Eritrea and Syria voted against, while, among others, China, Bolivia, Cuba, El Salvador, India, Iran, Iraq, Kazakhstan, Nicaragua and Pakistan abstained.
