They establish a series of limitations for the hiring of those who will be collaborators of the next administration, both in relation to salaries and the declaration of conflicts of interest and, in turn, their relationship with other authorities, such as ministers and undersecretaries.
In the case of fees, they may not exceed 50 or 65% of the minister’s salary, which amounts to 8,096,113 Chilean pesos (approximately $10,000), in the event that they are employees with a postgraduate degree and at least 15 years of experience in public service.
The document indicates “rules of austerity and transparency” and assures that it is “a first step within the more global commitment that we assume to design and implement a remuneration system within the State Administration that allows reducing the current gaps, establishing limits to the high rents
The positions of exclusive trust will be restricted from the third to the fourth degree of consanguinity, including cohabitants.
The order says that there is “enormous mistrust in the institutions we live in” because “it is necessary not only to strictly comply with the current law, but also to pay attention to the flanks that the current regulations leave and prevent possible risks that further damage people’s confidence in the State.”
The letter affirms that these limitations “are in line” with the constitutional reform promoted from Congress by the Frente Amplio and now the next minister of the Segpres, Giorgio Jackson, and that allowed lowering the diet of high-ranking authorities of the State administration, such as parliamentarians and ministers.
At another point, the document also addresses possible incompatibilities and conflicts of interest in contracting services or other private activities.
“Prior to hiring, people will be required to provide a simple legal statement – which will also be sent to the Comptroller’s Office – indicating whether they provide services in another public department and private activities that are related to the public entity in which they will be hired,” according to the text.
Additional information will also be required on any current contracts that the person has entered into with “suppliers, contractors or private institutions that are related to the same service.”
With these data in view, each head of service must evaluate “possible conflicts of interest” in the hiring of personnel.
