Energy prices: hours of argument at EU summit

Late Friday afternoon it was said from EU circles that new drafts of a summit declaration would be distributed to the delegations of the EU states and studied by them. A draft drawn up before the summit stated that the EU Commission should present concrete measures against the high electricity prices.

However, these measures should neither endanger the internal market nor the energy transition. Spain in particular had previously advocated more extensive measures. For example, Madrid wants to separate the electricity price from the gas price, because both are linked in the EU by a price mechanism. A price cap is also being debated, which is supported by Spain, Greece, Italy and Portugal, among others. Countries like Germany and the Netherlands reject such market intervention. For example, it is feared that suppliers could sell electricity elsewhere if the prices set are too low.

So far, the conclusions have only called for proposals that effectively address high electricity prices while preserving the integrity of the internal market. This should make more drastic market interventions, such as price caps, less likely. In addition, incentives for the energy transition should be maintained, security of supply guaranteed and households should not be overburdened. It is still unclear whether this wording has now been changed.
