Disaggregated by control areas, the OHCHR estimates 1,209 dead and 1,735 wounded in territory still controlled by the Ukrainian government, counting the 358 dead and 772 injured in the areas under its control of the separatists of Donetsk and Lugansk, in the east of the country. In the area under the control of the militias of these pro-Russian regions, the UN confirmed 313 casualties (67 dead and 246 wounded).

The OHCHR notes that most of the civilian casualties were caused by the use of “wide impact area” explosive weaponsthrough heavy artillery, the use of rocket platforms, as well as air strikes.

It also estimates that the actual figures “They are considerably higher, especially in the territory controlled by the Government and especially in recent days”due to the lack of information from some places where intense hostilities have taken place and many details of casualties “they are still pending verification”.
