“Yesterday I came back from Bucha, recently liberated from Russian troops not far from kyiv. There is not a single crime they would not commit. The Russian Army purposefully sought out and killed anyone who served our country. They shot and killed women outside their houses, they killed entire families, adults and children and tried to burn the bodies”Zelensky accused.
“Some were shot in the streets, others were thrown into wells to die. They were killed in their apartments and there are houses blown up with grenades,” he said.
“Just for fun, civilians were crushed by tanks while sitting in their cars in the middle of the road. Limbs were cut off, their throats were slashed. Women were raped and murdered in front of their children. Their tongues were ripped out just because the aggressors didn’t they wanted to hear them”he added.
“They even deliberately blew up shelters where civilians were hiding from air strikes,” he said, and in that context, he demanded that Russia “be held accountable” for what he called the “worst war crimes” since World War II.
“We are facing a State that is turning the veto into the right to die”he said when requesting the exclusion of Russia from the Security Council.
“Their presence undermines the entire global security architecture. It allows them to get away with it. So they are destroying everything they can,” he said.
“If there is no other alternative, the next option is to dissolve them,” Zelensky said, calling for a reform of the UN system.
“The UN Charter must be restored immediately. The UN system must be reformed immediately,” he told the representatives of the fifteen countries that make up the highest decision-making body of the United Nations.
In a speech, the Ukrainian president denounced that the Security Council has proven ineffective in this crisis and warned that if the UN does not act, it will mean the end of the rules-based international order.
The Kremlin spokesman, Dmitry Peskovpreviously indicated that it is “impossible” and “unthinkable” for Russia not to participate in United Nations organizations, after the United States and other countries have also declared their intention to carry out an initiative that implies their expulsion, but specifically from the Council of Human Rights.

The General Assembly, which has twice condemned the Russian invasion of Ukraine, contemplates in its statutes the expulsion of a member state of the Human Rights Council if it commits “serious and systematic” abuses. Two-thirds of the countries would have to agree.
